Which country instituted the Malcolm Baldrige National Quality Award?

The United States instituted it.
The Malcolm Baldrige National Quality Award was created by Congress in 1987 and named after a Secretary of Commerce who had died that year. It was a response to Japanese competition, and was modelled in part on Japan's own Deming Prize.
