Assertion (A) and Reason (R) pattern :
Assertion (A) : Importance of the Cabinet Secretariat is due to expansion in the scope of government.
Reason (R) : Advancement of technology has resulted in creation of government agencies.
Select the correct answer from the codes given below :

Both (A) and (R) are true but (R) is not the correct explanation of (A).
(A) is true. As the functions of government expanded, more ministries came to deal with matters that cut across one another, and the Cabinet Secretariat grew in importance as the body that services the Cabinet and its committees and co-ordinates the ministries.
(R) is also true, since new technologies have led governments to set up new agencies to manage them. But the Cabinet Secretariat's importance comes from the need to co-ordinate an expanded government, not from technology as such, so (R) does not explain (A). That rules out option A, and options C and D are wrong because both statements are true.
