Who among the following was instrumental in designing New Delhi in collaboration with Edwin Lutyens?

It was Herbert Baker.
Lutyens brought him in to design the Secretariat blocks and the Council House, while he took Viceroy's House. The two quarrelled bitterly over the gradient of Raisina Hill, which hid the palace from Kingsway - a dispute Lutyens called his Bakerloo.
