Under the Mountbatten Plan of 1947 the people of ___ were given the right to decide through a plebiscite whether they wished to join Pakistan or India.

It was the North-West Frontier Province and Sylhet.
The plan of 3 June 1947 provided for a referendum in the NWFP, where a Congress ministry governed a Muslim-majority province, and in the Sylhet district of Assam. Both voted to join Pakistan.
