With whose permission did the English set up their first factory in Surat?

It was Jahangir.
Captain William Hawkins reached Agra in 1609 and Sir Thomas Roe followed as James I's ambassador in 1615. The factory at Surat was established in 1613 under a farman from Jahangir, after the English defeated a Portuguese squadron at Swally.
