Who built the Ibadatkhana at Fatehpur Sikri ?

It was Akbar.
He built the Ibadat Khana, the house of worship, at Fatehpur Sikri in 1575, first for debate among Muslim divines and from 1578 open to Hindus, Jains, Parsis, Jews and the Jesuits. The discussions there led on to the Mahzar and the Din-i-Ilahi.
