It was Jayadeva.
The Gita Govinda, written in Sanskrit in twelfth-century Bengal at the court of Lakshmanasena, sings of Radha and Krishna in twenty-four ashtapadis set to raga and tala. It is sung daily at the Jagannath temple at Puri.
