Who among the following has never been Chief Election Commissioner of India?
Answer: D
VN Gadgil has never been Chief Election Commissioner; he was a Congress politician. Sukumar Sen was the first CEC, KVK Sundaram served as the second CEC and SP Sen Verma also held the post, so only VN Gadgil is the person who never held the office. Sukumar Sen was the first Chief Election Commissioner and organised the first general elections of 1951-52. KVK Sundaram followed as the second, and SP Sen Verma also served in the post, while VN Gadgil, a Congress politician, was never appointed to the office.
