Rajasthan, which launched Panchayati Raj at Nagaur on 2 October 1959, has three tiers: the Gram Panchayat at the village level, the Panchayat Samiti at the block level and the Zila Parishad at the district level.
'Zila Samiti' mixes the name of the block body with the district level; no institution of that name exists in the three-tier structure.
