The 74th Amendment (1992) added Part IXA and the Twelfth Schedule, which lists 18 matters that state laws may devolve on municipalities, such as urban planning, water supply, public health and sanitation, and slum improvement.
The figure 29 belongs to the Eleventh Schedule for panchayats, added by the 73rd Amendment. 25, 24 and 15 match neither schedule.
