Answer: C
The concept of the reference librarian was first put forward by Samuel S. Green.
Samuel Swett Green, librarian of the Worcester Free Public Library in Massachusetts, read a paper on personal relations between librarians and readers at the first conference of the American Library Association in 1876. He argued that librarians should actively help readers find information, which is regarded as the start of reference service and of the reference librarian.
Melvil Dewey and Justin Winsor were his contemporaries, known for the Decimal Classification and for being the first ALA president. S. Parthasarathy was an Indian librarian of a much later period.
