The shortfall is taken as a fraction of what was required: \[ \frac{0.92 - 0.88}{0.92} = 0.043. \] Expressing it against the achieved figure instead gives 4.5 per cent, and the plain difference of 0.04 gives 4.0 - both offered here, so the denominator is what the question turns on.
