Most State Universities are Affiliating Universities.
A typical state university, such as Savitribai Phule Pune University or the University of Mumbai, has many colleges affiliated to it: it frames the syllabi, conducts examinations and awards degrees to students who study in those colleges.
Deemed universities are a separate category declared by the Centre under Section 3 of the UGC Act, and self-financing and private universities are set up by private bodies, not by state governments.
