The public library Acts were passed in this order: Tamil Nadu in 1948, Maharashtra in 1967, Kerala in 1989 and Orissa in 2001. So the sequence is (i), (iii), (ii), (iv). Tamil Nadu was first, as the Madras Public Libraries Act, which Ranganathan helped to draft. The other sequences place Kerala or Orissa too early. The answer is the first sequence. Later Acts, such as those of Andhra Pradesh, Karnataka and West Bengal, came in between or after these, so the dates of these four set the order.
