RRRLF, the Raja Rammohun Roy Library Foundation, falls under the Ministry of Culture, option C. It is the national agency set up by the Government of India to promote public library services and to support libraries through matching grants.
The Ministry of Human Resource Development (option A) deals with education and includes the UGC and the INFLIBNET Centre, but not this foundation. The Ministry of Information and Broadcasting (option B) deals with media.
