Why is total radiated power a useful figure for a handset antenna?
Answer: A
Since a phone is held at arbitrary angles against a head and hand, no single direction of the pattern characterises it usefully, and the power summed over all directions is what predicts performance. Network operators specify it for that reason. Regulators specify emissions and exposure rather than patterns, handset patterns are routinely measured, and a closed case presents no obstacle to a pattern measurement. Choosing a figure of merit that matches how the device is actually used is the point.
