In which of the following numbers all zeros are significant ?
Answer: C
All zeros are significant in 70.000.
The rules are: leading zeros (to the left of the first non-zero digit) are never significant; zeros between non-zero digits are significant; trailing zeros after a decimal point are significant. In 70.000 the zero between 7 and the decimal point is followed by a decimal point with recorded zeros, and the three zeros after the point are trailing decimal zeros, so the number has five significant figures and every zero counts.
In 0.0007 all four zeros are leading and none is significant. In 0.0700 and 0.0070 the leading zeros do not count, though the trailing zeros after the 7 do, so not all zeros are significant.
