Goa has the lowest infant mortality rate among the four States named.
The Sample Registration System bulletin of December 2011 gives Goa the lowest rate of the four, a little under that of Kerala, which is often thought to have the lowest because it leads India on most health measures. Manipur and Tripura have clearly higher rates.
So Kerala is the common wrong answer, and the question asks for the lowest rate in this particular bulletin and not the State with the best general record. Manipur and Tripura are wrong because their rates are higher than both Goa and Kerala.
