One way to make a PowerPoint slide display animations is to:

In Slide Sorter view, right-clicking a slide raises a shortcut menu that includes Preset Animation, so an effect can be applied to the selected slides without opening any dialog. There is no Format → Animation command, and PowerPoint certainly does have animation.
