Answer: A
The International Solar Alliance was proposed by the Indian Prime Minister.
Prime Minister Narendra Modi proposed the alliance of solar-resource-rich countries, and he launched it jointly with French President Francois Hollande at the Paris climate conference (COP21) in November 2015. Its headquarters is in Gurugram, India.
The French President was the co-founder at the launch, not the proposer, and the African Union and the European Union were not its originators.
