Both are true and the second is the reason: a steeper phase characteristic means any phase disturbance in the loop is corrected by a far smaller frequency excursion. That is the whole of the stability argument, and it explains why raising the quality factor is the only reliable route to a better frequency source. Every other improvement, from oven control to careful buffering, addresses a particular disturbance rather than the loop's sensitivity to disturbance in general.
