Which of the following cannot be said about structural adjustment?

The passage says the opposite: structural adjustment went against the practical lessons of development successes in China and the rest of Asia. The other three statements are all made by the passage - that public investment was discouraged, that critical sectors were underfinanced, and that the result in Africa was a disaster.
