Which one of the following issues was not appropriately realized by the Central Government?
Answer: A
The issue not appropriately realized by the Central Government was the ethnic diversity of the people.
The passage says that although the Congress leaders were conscious of the need for economic development and social reform, 'they took the cohesion of the Indian nation too much for granted and underestimated the centrifugal forces of ethnic division'.
One sentence of the passage, 'more aware of the former problem than of the second', seems to say the reverse, but the sentence that follows settles it, and the key follows the later statement. The other issues were realized or became clear later: a national language was tried and thwarted, and Centre-State relations and implementation became the hard problems after the fact.
