Both of the above can be concluded.
The excerpt contrasts India with developed countries, where large-scale industrialization absorbed surplus farm labour, and notes that in India industry grew only from 14% to 29%. That supports the first statement, that large-scale industrialization has not happened.
It then says that, as a result, 'the surplus labour force was forced to transition to low-paying jobs in the services sector', which is the second statement almost word for word. Since both follow, choosing only one is incomplete and 'None of the above' is wrong.
