- 5 opens: both industry and government have begun to act on piracy.
- 2 gives the industry's action.
- 4 gives the government's, with on the other hand.
- 3 turns from legality to morality with but.
- 1 ends with the moral question put to the reader.
On the other hand in 4 requires the first of the pair to come before it, and the rhetorical question in 1 only works after morality has been raised in 3.
