Correct answer: a representative fraction
A representative fraction states the scale as a pure ratio, so it is independent of units - one of anything on the map is 50,000 of the same thing on the ground, whether inches, centimetres or paces. That unit independence is its advantage over a verbal scale, and unlike a bar scale it does not survive photocopying at a different size.
