The author is Jeremy Rifkin.
Rifkin, an American economic and social theorist, published The Third Industrial Revolution: How Lateral Power Is Transforming Energy, the Economy, and the World in 2011. He argues that renewable energy and the internet are combining into a new economic order of distributed, 'lateral' power, and the European Union took up the idea.
Nicholas Georgescu-Roegen was the Romanian-American economist of The Entropy Law and the Economic Process (1971). Stephen Jay Gould was a palaeontologist and writer on evolution. Neither wrote this book, so 'None of the above' is wrong as well.
