(i) This right however comes along with the responsibility which the press is forced to work with
(ii) It means that the pressmen have every right to expose matters to public and national interest.
(iii) Such responsibilities include not broadcasting matters related to national security and other sensitive issues.
(iv) Freedom of press is symbolic of democracy

Sentence (iv), Freedom of press is symbolic of democracy, introduces the topic. (ii) explains what that freedom means, the right to expose matters of public interest. (i) qualifies it: This right however comes along with the responsibility, where 'This right' points back to (ii). (iii) then gives examples: Such responsibilities include, pointing back to (i).
Any order that puts (iii) before (i) is wrong, because 'Such responsibilities' needs the responsibility to have been mentioned first, and starting with (ii) leaves 'It' without a subject.
