The machine sorts alphabetically one position at a time and passes over any word already correctly placed. The six words order as and, Do, on, pet, that, to, so at Step II the first two positions hold “and Do” and the remaining four keep their input order - here “pet to on that”. Only the third option has that tail, but from it Step I alone already yields the given line, and Step II would go on to place “on” third. Since no option can be the input, the answer is none of these.
