You are travelling in a bus and notice that a passenger who has just got down has left a bag behind. What would you do ?

Correct answer: Hand the bag to the conductor and tell him where the passenger got down
The conductor is the responsible authority on the bus and has a procedure for lost property, and naming the stop gives the owner the best chance of recovering it. Opening the bag invades privacy, and leaving or keeping it both fail the owner.
