Correct answer: pull off the wire with a wooden stick.
Touching him or the wire would put the current through you as well, leaving two casualties instead of one. Wood does not conduct, so pushing the wire away with a wooden stick breaks the contact safely - and it must be broken before anything else can be done for him.
