The school Principal received several complaints from parents about bullying in the school campus during recess. He wants to investigate the matter and find the culprit. Therefore, he instructs to one of his teachers to look after the students during the recess. Which situation should the teacher report to the Principal?

The teacher should report four boys forcefully trying to open another boy's backpack.
Bullying is repeated aggression by a group or a stronger child against a weaker one. Several boys forcing open another child's bag is exactly that kind of intimidation, and it is the matter the Principal asked the teacher to watch for.
A girl crying alone may need care but is not evidence of who is bullying. Girls playing catch is ordinary play. Boys with a mobile phone break a school rule, but that is a different issue from bullying.
