Which one of the Five Year Plans lays emphasis on the role of NGOs and voluntary organisations in the conservation of environment ?

The key is Eighth five-year plan.
The Eighth Plan (1992 to 1997) is the one that stressed people's participation and the involvement of voluntary organisations in development, and it is the Plan the key names for the role of NGOs in conserving the environment. The Seventh Plan stressed an integrated approach to conserving land, water, flora and fauna, and the key does not credit it with the stress on NGOs.
What could not be confirmed: the Plan chapter's own wording on NGOs and the environment was not found, and the Sixth and Seventh Plans also mentioned voluntary action in general terms. The answer follows the University's key.
