Statement: Should government jobs in rural areas have more incentives?
Arguments:
1. Yes. Incentives are essential for attracting government servants there.
2. No. Rural areas are already cheaper, healthier and less complex than big cities. So ? Why offer extra incentives!
Answer: A
Correct answer: Only argument I is strong
I addresses the purpose of the incentives directly: if government servants must be attracted to rural postings, an incentive is the instrument for doing it. II answers a different question - whether rural life is pleasant is not the same as whether people will accept a posting there - and if rural areas were already attractive enough, the shortage the statement implies would not exist.
