Only course of action II follows. After floods in Chennai the urgent needs of the affected people are food for the people, fodder for the cattle and medicines, and giving these is a sensible and necessary step.
Course I, that the government should give only monetary relief, does not follow. The word only makes it unreasonable, since money cannot by itself provide food, medicine and shelter at once to people cut off by floods, and the statement gives no ground for excluding other relief. So just course II follows, and the options with I are wrong.
