1. The villagers should be provided with alternate source of income in their villages which will make them stay put.
2. The migrated villagers should be provided with jobs in the urban areas to help them survive.

Course 1 attacks the cause: villagers leave because they cannot make a living where they are, so giving them another source of income keeps them at home. Course 2 would draw still more people to the cities and make the problem worse. Only I follows.
