1. The devotees should be discouraged to visit the shrine without having proper warm clothes and other amenities.
2. The government should provide warm clothes and shelter to all the devotees visiting the shrine.

Course 1 addresses the cause: the deaths come of people setting out unprepared for the cold, and they should be dissuaded from doing so. Course 2 would have the government clothe and shelter every pilgrim, which is neither practicable nor its proper business. Only I follows.
