Which among following is responsible for finding and loading operating system into RAM ?

The bootstrap loader finds and loads the operating system into RAM.
The BIOS reads it from the boot sector and hands over control; it then locates the kernel and loads it. The name comes from the idea of pulling oneself up by one's own bootstraps.
