The electoral college consists of the elected members of both Houses of Parliament and the elected members of the Legislative Assemblies of the States.
Article 54 provides for this electoral college; by the 70th Amendment it also includes the elected members of the assemblies of Delhi and Puducherry. Nominated members of Parliament and of the assemblies, and members of legislative councils, do not vote.
The other options are incomplete: the President is not chosen by Parliament alone, by the state assemblies alone, or by the Lok Sabha alone. The Vice-President, by contrast, is elected by members of both Houses of Parliament only.
