The Principal has granted to him a scholarship.
Answer: B
Correct answer: He has been granted a scholarship by the Principal
Grant takes two objects - a person and a thing - so either can become the passive subject. English strongly prefers the person: he has been granted a scholarship.
The tense is present perfect, so the passive is has been + granted. He has granted a scholarship is still active and reverses who gives and who receives, and a scholarship has granted to him leaves out been altogether.
