"People speak English "can be transformed into Passive form thus - "English is spoken by the people" So, in Passive form , the sentence stands thus - "English is spoken by the people all over the world. In this type of sentence, we need not use "by the people". For example People call him Mahatma. (Active) He is called Mahatma. (Passive)
