Both the Mizoram Public Libraries Act and the Goa Public Libraries Act were passed in 1993.
Kerala and Haryana enacted their public library laws earlier, both in 1989: the Kerala Public Libraries (Kerala Granthasala Sanghom) Act and the Haryana Public Libraries Act. So any code including (iii) or (iv) is wrong.
