Which of the following countries has the highest out migration of the nursing professionals ?

The Philippines has the highest out-migration of nursing professionals.
The Philippines trains nurses specially for work abroad and has been the largest source of foreign nurses to the United States, the United Kingdom and the Gulf for decades.
India also sends many nurses, notably from Kerala, but fewer than the Philippines. Pakistan and Bhutan send only small numbers, so neither could be the largest source.
