A shadow always has
Answer: B
Correct answer: A source of light
The question asks what is always present, not what usually is. A shadow is the region from which light is blocked, so a source of light is what it cannot exist without - in complete darkness there are no shadows at all. A sharp outline depends on the size of the source: a point source gives crisp edges, while a broad one gives a soft penumbra with no sharp boundary. Darkness is relative rather than a colour, and a shadow lit by a second source may be quite bright. A moving object is irrelevant - a stationary object casts a shadow perfectly well.
