ICMR Assistant Syllabus, Exam Pattern, Eligibility
173 topics across 6 subjects. Every question carries a written explanation.
The Indian Council of Medical Research is the country's apex body for biomedical research, funded by the Department of Health Research, Ministry of Health and Family Welfare, with headquarters at V. Ramalingaswami Bhawan, Ansari Nagar, New Delhi 110029 and institutes nationwide. Assistant belongs to its administrative cadre, not its scientific one: a Group B, Ministerial post at Pay Matrix Level 6, two rungs above Upper Division Clerk. 246 posts were sanctioned as at 2019, subject to variation with workload.
Start here, because it decides what you do next. ICMR has no open direct recruitment advertisement for Assistant. The two routes it is working right now are both shut to outsiders.
| Route | Open to | Where it stands |
|---|---|---|
| Limited Departmental Competitive Examination | Serving ICMR Upper Division Clerks | Final results for 2025 and 2026 declared on 19 August 2026, promotion order issued |
| Deputation | Serving officers of Central or State Government, autonomous bodies and PSUs | Vacancy circular of 18 August 2026 for 3 posts at ICMR-NIPCR, Hyderabad |
| Direct recruitment | Anyone holding the qualification | Nothing advertised. The live vacancy list carries only scientist and senior medical posts |
The open door is real. 40 per cent of the posts are filled by direct recruitment through a competitive written test, open to any graduate under 30. What is missing is a notice, not a route. Watch recruitment.icmr.org.in and Employment Opportunities under the CAREER menu on icmr.gov.in.
Every figure here traces to one document: Schedule III of the ICMR Administrative Cadre (Group A, B and C) Recruitment Rules, 2017, as amended for Assistant by Office Memorandum No. 16/155/2015-Admn/e-155935 of 13 August 2024.

Exam Pattern
The Recruitment Rules describe the direct recruitment test in three lines, and there is nothing else published anywhere.
| Item | What the rules say |
|---|---|
| Mode | A competitive written test |
| Qualifying mark, UR and OBC | 50 per cent of the total prescribed |
| Qualifying mark, SC and ST | 40 per cent of the total prescribed |
| Stage two | A skill test, which only those who qualify are called to |
| Subjects, marks, duration, negative marking | Not in the rules. They come from the advertisement |
| Content of the skill test | Not in the rules |
One paper with a fixed pass bar, then a practical test for whoever clears it. The total marks are whatever an advertisement prescribes, so until one is issued the bar is knowable as a proportion and not as a number.
Computer proficiency is an essential qualification for a direct recruit, and there is a separate skill test behind it. For a Group B ministerial post recruited on a general degree, that reads as a computer test rather than a shorthand one. ICMR does not say so, so treat it as a reading and not as settled.
When ICMR does recruit directly into its administrative cadre, it uses a Common Recruitment Examination, numbered in a series. The most recent published, CRE-4, selected candidates for Junior Translation Officer at headquarters. No CRE carrying the Assistant post is open, so watch the CRE series as well as the individual post notices.
Syllabus
No syllabus exists for this post. The Recruitment Rules settle the method, the qualifying marks and the stages, then stop, and no live advertisement supplies subjects or weightages. Anything sold as an "ICMR Assistant syllabus" is not drawn from an ICMR document.
The qualification hints at two things, as reasoning and not as ICMR's word. A degree in any discipline means the paper cannot test a subject. And working knowledge of MS Office and PowerPoint being essential, with a skill test attached, points at word processing, spreadsheets and slides rather than theory.
A syllabus would arrive with the advertisement, on recruitment.icmr.org.in. The rules and every amendment to them sit on icmr.gov.in/recruitment-rules-of-icmr.
Eligibility Criteria
Direct recruitment
| Requirement | Provision |
|---|---|
| Age | Not exceeding 30 years |
| Degree | A minimum three years Bachelor's degree in any discipline from a recognised University or Institution |
| Computer | Working knowledge of computer, MS Office and PowerPoint |
| Experience | None prescribed |
| Probation | 2 years |
Note the discipline: any. The rules do not confine the degree to arts, science or commerce, and they set no minimum percentage. The age is the only real hurdle.
A serving ICMR Upper Division Clerk
- Departmental Promotion Committee, against the 25 per cent share: 10 years regular service in the UDC grade.
- LDCE, against the 35 per cent share: 5 years regular service in the grade, with the prescribed qualification.
- The feeder grade in the rules is Upper Division Clerk in Level 4, holding any degree and working knowledge of computer, with ten years in the grade. A note adds that existing UDCs who lack the educational qualification will still be considered for promotion to Assistant.
- The educational qualification set for direct recruits applies to promotees; the age limit does not.
Deputation, and the circular that is live
ICMR-National Institute for Pre-Clinical Research (ICMR-NIPCR), Hyderabad, formerly the ICMR-National Animal Resource Facility for Biomedical Research, issued a vacancy circular on 18 August 2026 for 3 posts of Assistant at Level 6 on deputation.
| Item | Detail |
|---|---|
| Who may apply | Officers of Central or State Government, an autonomous body or a PSU |
| First limb | Holding an analogous post, with the three year degree in any discipline and working knowledge of computer |
| Second limb | Upper Division Clerk in Level 4 (₹25,500 to ₹81,100) with 10 years regular service in the grade, the same degree and computer knowledge |
| Age | Not exceeding 56 years on the last date for applications |
| Tenure | Three years initially, extendable on administrative requirement with the competent authority's approval |
| Posting | ICMR-NIPCR, Hyderabad |
Two bars catch people out: ICMR's own employees cannot apply on deputation, and a deputationist cannot be promoted. The application goes through your Cadre Controlling Authority with cadre clearance, APARs for the preceding five years, vigilance clearance, an integrity certificate and an NOC. ICMR-NIPCR also keeps the right to end the deputation early, without giving a reason.
Selection Process
How the 246 posts are shared out
The 2024 amendment rewrote the split, and it now reads:
| Share | Method | Who is eligible |
|---|---|---|
| 25 per cent | Departmental Promotion Committee | Upper Division Clerks with 10 years regular service in the grade; failing that by LDCE, failing both by direct recruitment |
| 35 per cent | Limited Departmental Competitive Examination | Upper Division Clerks with 5 years regular service and the prescribed qualification; failing that by deputation, failing both by direct recruitment |
| – | Deputation | Officials of Central or State Government, autonomous bodies or PSUs on an analogous post, or a UDC in Level 4 with ten years |
| 40 per cent | Direct recruitment | Open, on the prescribed age and qualification |
Before the amendment, promotion took 50 per cent and LDCE took 10, open to LDCs and UDCs together. Direct recruitment was 40 per cent then and it is 40 per cent now, so the open share came through untouched. Assistant is a selection post, which in service-rule language means promotion into it goes on merit and not on seniority alone.
Direct recruitment, stage by stage
- A competitive written test.
- The pass bar: half marks for UR and OBC, two fifths for SC and ST, of whatever total the advertisement prescribes.
- A skill test, which only those who cleared the bar are called to.
- Appointment, then two years of probation.
LDCE, the route actually running
By Office Order No. ICMR/R and PCell/LDCE/Assistant/2025 of August 2026, ICMR reported the Level 6 Assistant vacancies under the LDCE quota for 2025 and 2026 to AIIMS, New Delhi, declared the final results on 19 August 2026, and named the qualified candidates by roll number against each year's vacancies, with the category each went against. Two SC candidates were recorded as selected on own merit against UR vacancies.
Promotion runs from the actual date of joining, and the deadline is tight. Acceptance and joining must follow within 10 days of receiving the order, or the official is presumed unwilling and the order is cancelled automatically, with no notice and no extension.
The rules hold the LDCE for all vacancies of headquarters and the institutes together, run either by headquarters or by an institute it authorises.
Salary
Pay Matrix Level 6 runs from ₹35,400 to ₹1,12,400 under the Seventh Pay Commission, matching the pre-revised Pay Band-2 of ₹9,300 to ₹34,800 with grade pay ₹4,200. The entry cell, ₹35,400, is the basic pay on appointment. Add Dearness Allowance at the rate in force, House Rent Allowance by the class of the city you are posted to, and Transport Allowance. Deduct the pension contribution and the health scheme subscription.
| Grade | Pay level |
|---|---|
| Lower Division Clerk | Level 2 |
| Upper Division Clerk | Level 4, ₹25,500 to ₹81,100 |
| Assistant | Level 6, ₹35,400 to ₹1,12,400 |
Two levels separate Assistant from UDC, and the rules make a UDC wait ten years for the committee route or five years and an examination to cross them. That gap is what the 40 per cent direct recruitment share is worth to an outsider: entry at Level 6 on a degree, without the decade.
The cadre is small, 246 sanctioned posts as at 2019 spread across headquarters and the institutes, which is why open notices for it come round so rarely. Probation is two years, for direct recruits and promotees alike.
How to Apply
Applications go through the ICMR Recruitment Portal. It lists the live vacancies in a table giving, for each one, the post name, an administrative contact, a technical and payment contact, the last date with its time, the advertisement, and an apply link. After the last date that link becomes Login to Preview. Closed vacancies move to an Archive page, and outcomes to a Notices and Results page. There is nothing to apply for as an Assistant at present; the only live Assistant advertisement is the ICMR-NIPCR deputation circular, and that one travels through your parent department rather than the portal.
Two instructions from ICMR's own portal
- If your payment is deducted but does not show against your application, do not pay again. Email the transaction details to query.rpcell@icmr.gov.in and wait 72 hours.
- Print the filled application form before the last date. ICMR warns that the link may not be available afterwards, so without a printout you have no record of what you submitted.
Who to write to
| Question | Where it goes |
|---|---|
| Administrative | rcell.hq@icmr.gov.in, or 011-26589332 extension 293 |
| Technical and payment | query.rpcell@icmr.gov.in |
Participating Institutes
ICMR recruits for itself, with no commission in the middle. Its portal and its Employment Opportunities page carry, at any one time, a mix of scientist posts from Scientist-B upward at headquarters and at named institutes, senior and leadership posts such as institute Directors, an Additional Director General, and Professors and Associate Professors at ICMR-BMHRC, and administrative cadre posts including Assistant.
Assistant vacancies arise at ICMR Headquarters and across the institutes, and the rules say so plainly for the departmental route: the LDCE covers all vacancies of headquarters and its institutes put together, held by headquarters or by an institute it authorises.
| Institute | Why it appears |
|---|---|
| ICMR-National Institute for Pre-Clinical Research (ICMR-NIPCR), Hyderabad, formerly the ICMR-National Animal Resource Facility for Biomedical Research | Issued the vacancy circular of 18 August 2026 for 3 Assistant posts on deputation |
| AIIMS, New Delhi | The body ICMR reported the LDCE-quota Assistant vacancies to for 2025 and 2026 |
Exam Centres
No examination cities or centres are published for this post. The Recruitment Rules settle the method and the qualifying marks and say nothing about where a written test would be held, how long it would run or what form the skill test takes. All of that belongs to an advertisement, and none is open.
The departmental examination is held elsewhere by design. For 2025 and 2026 the LDCE vacancies were reported to AIIMS, New Delhi, and the results came out on 19 August 2026.
Centres would be named in the advertisement when one appears, on recruitment.icmr.org.in.
Important Dates
| Date | What happened |
|---|---|
| 2017 | ICMR Administrative Cadre (Group A, B and C) Recruitment Rules, 2017 notified, amended in March, June and December that year |
| 15 January 2020 and 9 December 2020 | Further amendments to the administrative cadre rules |
| 13 August 2024 | Amendment to the rules for the post of Assistant, approved by the Union Minister of Health and Family Welfare and effective at once: promotion to 60 per cent, LDCE to 35 per cent, direct recruitment held at 40 |
| 18 August 2026 | Vacancy circular for 3 Assistant posts on deputation at ICMR-NIPCR, Hyderabad |
| 19 August 2026 | Final LDCE results for 2025 and 2026 declared |
| August 2026 | Promotion order issued to the LDCE-qualified officials, with ten days to accept and join |
No open direct recruitment appears anywhere in that record, and none is advertised now. When one opens, the notice will carry a start date and a last date timed at 5:30 p.m., which is the pattern every vacancy on ICMR's portal follows. Watch recruitment.icmr.org.in and Employment Opportunities on icmr.gov.in. Nowhere else.
Admit Card
No admit card arrangements are published for a direct recruitment to this post, because none is being run. Where ICMR does hold one, the call letter and the download window are announced on the recruitment portal, in the same candidate login used to apply.
That login is the whole channel. It is where you fill the form, where the apply link turns into Login to Preview once the last date passes, and where anything addressed to you as a candidate appears. Print the filled form before the deadline; ICMR warns the link may be gone afterwards.
Departmental candidates get nothing through that route. The LDCE is run by ICMR Headquarters or an institute it authorises, and roll numbers, results and the promotion order are published by ICMR directly.
Result
ICMR posts outcomes in two places: a Notices and Results page on the recruitment portal, beside an Archive of closed vacancies, and a Results page under CAREER on icmr.gov.in, where a notice names the post and the reference number of the recruitment. Departmental selections come out as an office order listing roll numbers and the category each candidate was taken against.
The last one for Assistant was the LDCE for 2025 and 2026, declared on 19 August 2026. Nothing from a direct recruitment exists to publish, since none has been advertised.
One caution, because a published list of successful candidates is exactly what an impersonator works from. Check the sender of any email that follows a result against ICMR's own addresses, rcell.hq@icmr.gov.in and query.rpcell@icmr.gov.in.
Cut Off
ICMR publishes no cut-off for this post, and no direct recruitment has run to produce one. The Recruitment Rules fix only a qualifying bar in the written test: 50 per cent for UR and OBC, 40 per cent for SC and ST. Any notice will appear on recruitment.icmr.org.in.
Preparation Tips
Nothing post-specific exists to prepare from, so prepare the things the rules fix, which will not change between cycles.
| What the rules fix | What to do about it |
|---|---|
| Age not exceeding 30 | A narrow window. If you are close to it, direct recruitment is the only notice that will ever help you, since the departmental and deputation routes need years of service you do not have |
| A three year degree in any discipline | No stream to switch, no percentage to chase. You hold it or you don't |
| Working knowledge of computer, MS Office and PowerPoint | The one preparable requirement, with a skill test behind it |
| A fixed pass bar | A fixed target to pass before merit starts to matter |
Build the computer proficiency deliberately
It is an essential qualification, not a desirable one, and only candidates who clear the written test reach the skill test. Word processing, spreadsheets and presentations at working speed and accuracy is a finite thing to build, you can prove it on the form, and it is useful on day one of the job.
Then the general paper such a post usually carries
A degree in any discipline rules out a subject paper. Ministerial recruitment in central government conventionally tests English, reasoning, quantitative aptitude and general awareness, and that is a reading of the rules rather than ICMR's statement, with no weightage published anywhere. It is also the core that every clerical and ministerial recruitment in central government uses, so the hours are not wasted even if this notice never comes.
Know which door is yours
Direct recruitment takes 40 per cent and is open to any graduate under 30. The other 60 per cent is departmental, and no amount of study opens it. Deputation needs you to be a serving government or PSU officer. Read the rules yourself at icmr.gov.in/recruitment-rules-of-icmr before trusting anyone's account of the eligibility, and watch recruitment.icmr.org.in for the notice.
Sample Papers
No sample papers are available for this exam as of now. ICMR has never run a direct recruitment to the Assistant post, so there is no paper, key or mock. An advertisement, with its pattern, would appear on recruitment.icmr.org.in.

Frequently Asked Questions
Is ICMR recruiting Assistants right now?
Not by open direct recruitment. Two routes are active and both are shut to outsiders: the LDCE for serving ICMR Upper Division Clerks, whose 2025 and 2026 results came out on 19 August 2026, and a deputation circular of 18 August 2026 for 3 posts at ICMR-NIPCR, Hyderabad.
Does an open route exist at all?
Yes. 40 per cent of the posts go by direct recruitment through a competitive written test. What is missing is an advertisement, not the route.
What qualification does a direct recruit need?
A minimum three years Bachelor's degree in any discipline from a recognised University or Institution, plus working knowledge of computer, MS Office and PowerPoint. No experience.
What is the age limit?
Not exceeding 30 years. It does not apply to promotees, though the educational qualification does.
What is the pay?
Pay Matrix Level 6, ₹35,400 to ₹1,12,400. The post is Group B, Ministerial.
How many Assistant posts are there?
246 as at 2019, subject to variation with workload.
What does the selection consist of?
A written test, then a skill test that only those who clear the written test are called to. Appointment is followed by two years of probation.
What are the qualifying marks?
50 per cent for UR and OBC, 40 per cent for SC and ST, of the total an advertisement prescribes. Both figures sit in the Recruitment Rules, so they hold from cycle to cycle.
Is there a published syllabus?
No. The rules give the method, the qualifying marks and the stages, and nothing on subjects, marks, duration or negative marking. Those would come with the advertisement.
What would the skill test be?
The rules don't say. Computer proficiency is an essential qualification for a direct recruit, which points to a computer test rather than shorthand, but that is a reading and not ICMR's word.
How is the rest of the cadre filled?
60 per cent by promotion: 25 per cent by Departmental Promotion Committee from UDCs with ten years regular service, and 35 per cent by LDCE from UDCs with five. Failing those, by deputation, and failing both, by direct recruitment.
Did the 2024 amendment cut the direct recruitment share?
No. It lifted promotion from 50 to 60 per cent and LDCE from 10 to 35, and widened LDCE eligibility to UDCs with five years. Direct recruitment stayed at 40 per cent.
Can I apply on deputation?
Only if you serve a Central or State Government, an autonomous body or a PSU, hold an analogous post or are a UDC in Level 4 with ten years regular service, have the degree and computer knowledge, and are not over 56. ICMR's own employees are barred, and a deputationist cannot be promoted. The tenure is three years initially, extendable, and ICMR-NIPCR may end it early without giving a reason.
I have qualified the LDCE. How long do I have to accept?
Ten days from receiving the promotion order. Miss it and ICMR presumes you unwilling: the order is cancelled automatically, with no further notice and no extension.
My payment was deducted but does not show on my application. Should I pay again?
No. Email the transaction details to query.rpcell@icmr.gov.in and wait 72 hours.
Where should I watch for a notice?
recruitment.icmr.org.in and Employment Opportunities under CAREER on icmr.gov.in. For eligibility, read the rules themselves at icmr.gov.in/recruitment-rules-of-icmr.
