Indian Navy Fireman Syllabus, Exam Pattern, Eligibility

127 topics across 4 subjects. Every question carries a written explanation.

Fireman in the Indian Navy is a civilian job, not a uniformed one. It is filled through the Indian Navy Civilian Entrance Test (INCET), the Navy's own yearly recruitment of civilian staff. You join as a General Central Service, Group C, Non-Gazetted, Non-Industrial employee of the Ministry of Defence at Pay Level 2, ₹19,900 to ₹63,200.

PostClassificationPay LevelPay bandAge
FiremanGroup C, Non-Gazetted, Non-IndustrialLevel 2₹19,900 to ₹63,20018 to 27
Fire Engine DriverGroup C, Non-Gazetted, Non-IndustrialLevel 3₹21,700 to ₹69,10018 to 27

The two posts are advertised together, sit the same paper and go through the same Physical Standard and Endurance Test. If you hold a heavy motor vehicle licence, apply for both. It's only desirable for Fireman, but it's the core requirement for Fire Engine Driver, which pays a level higher.

You need a 12th pass and an elementary, basic or auxiliary fire fighting course from a recognised institute. The course is essential, so get it done before the advertisement appears.

Selection is a 100-question online test, which alone decides merit, then the physical standards and a three-event endurance test (a 63.5 kg fireman's lift, a 2.7 metre ditch and a 3 metre rope), which you only have to pass. Document verification and a medical follow. Vacancies are listed Command by Command, at Mumbai, Visakhapatnam, Kochi and Port Blair, and you can be posted anywhere in India.

Exam Pattern

One computer based paper serves every INCET post, from Staff Nurse at Pay Level 7 down to Tradesman Mate at Level 1. The paper doesn't change with the post. The eligibility and the extra tests do.

SectionSubjectQuestions and marksDuration
AGeneral Intelligence2590 minutes for the whole paper
BGeneral Awareness25
CQuantitative Aptitude25
DEnglish Language25
Total10090 minutes

Questions are multiple choice, in English and Hindi except the English section. That's about 54 seconds a question.

Qualifying marks

CategoryMinimumOut of 100
UR35%35
OBC and EWS30%30
All other categories25%25

These apply to the paper as a whole. There's no section-wise minimum. They're higher than the SSC Constable exam's 30, 25 and 20 per cent, but they're still only a floor: above them, selection is on relative merit.

What isn't in the paper

  • No trade or technical paper. The technical qualification is an eligibility filter, not a syllabus.
  • No negative marking is stated in the advertisement.
  • No interview. After the written test come any skill, physical or swimming test the post needs, then documents and a medical.

Normalisation, challenges and ties

If the exam runs in several shifts, scores may be normalised. After the exam an online window opens for comments on the question paper and the provisional answer key. Watch the Navy's site and the portal for it.

Ties are broken by date of birth, older first, then by the alphabetical order of first names. No section is used, so no section carries extra weight.

Syllabus

The advertisement carries an indicative syllabus in two versions, one for Group B (Non-Gazetted) posts and one for Group C. The section names are the same; the scope differs. Fireman is Group C.

SyllabusPosts it covers

Group C drops verbal reasoning, syllogisms and statement-conclusion questions entirely.

General Awareness

The same in both versions: awareness of the environment and its application to society, current events, and everyday science, with questions on India and its neighbours, especially sports, history, culture, geography, the economic scene, general polity including the Constitution, and scientific research. The Navy adds that the questions "do not require a special study of any discipline."

Eligibility Criteria

Age

18 to 27 years for both Fireman and Fire Engine Driver, on the closing date for online applications. Only the matriculation or SSC certificate, or a birth certificate from the education board or competent authority, is accepted as proof of age.

Upper age relaxation follows Government of India rules. The advertisement lists Ex-Servicemen, sportspersons (up to 5 years, or 10 years for SC and ST), and departmental candidates with three years of regular Central Government service on the closing date (up to 5 years, if the service is relevant to the post). You only get relaxation if you fill in your category correctly on the form. Apply as unreserved and you can't claim it later.

Education

Essential12th class pass from a recognised Board
EssentialAn Elementary or basic or auxiliary Fire Fighting course from a recognised institute
DesirablePossession of a heavy motor vehicle licence

A 12th pass without the course certificate isn't eligible.

Physical standards

You must be physically fit and capable of performing strenuous duties.

StandardFiremanFire Engine Driver
Height, without shoes165 cm, with a concession of 2.5 cm for Scheduled Tribes165 cm, with the same concession
Chest, normal81 cm81.5 cm
Chest, on expansion85 cm85 cm
Weight, minimum50 kg50 kg
Eyesight6/6, normal vision6/6 without any correction

Check your eyes first. 6/6 is far stricter than the Navy's Agniveer entries, which take 6/12 uncorrected and allow spectacles. No correction allowance is stated for these fire posts.

Endurance Test

EventStandard
Carrying a personA fireman's lift of 63.5 kilograms carried 183 metres within 96 seconds
Long jumpClearing a ditch 2.7 metres wide, landing on both feet
Rope climbClimbing a vertical rope of 3 metres using hands and feet

Meeting the basic criteria doesn't guarantee a call to the online test. The Navy shortlists from the applications it gets, and it's on you to check you're eligible before applying.

Selection Process

Four stages. Only the first carries marks.

StageWhat it isCounts towards merit?
1. Online computer based examination100 questions, 90 minutes, four sections of 25 each: General Intelligence, General Awareness, Quantitative Aptitude and English LanguageYes. This alone decides the merit
2. Physical Standard and Endurance TestHeight, chest, weight and eyesight, then the fireman's lift, the ditch and the ropeNo. Qualifying in nature
3. Document verificationAge, education, identity, address, category and caste validity, under extant DoP&T policyNo
4. Medical examinationAs specified by the Government of India and the appointing authorityNo

Candidates are called to the Physical Standard and Endurance Test on their written marks, in order of merit. So the paper decides who reaches the ground, and the ground only decides who stays. A very fit candidate with a modest score may never be called. Marks on the ground aren't counted in the merit list.

Appointment is made strictly on relative merit in the online exam, subject to documents and the medical. Document verification is the one stage you're told about by post as well as by SMS and e-mail.

"Provisional" can last years. As at September 2026 the Navy's civilian page was still posting revised provisional select lists from INCET-01/2023 and reserve list nominations from INCET-01/2024. If you're on a reserve list, keep checking.

Vacancies are published per Command, so you compete with others who picked the same Command and post. You normally serve in that Command's units but can be posted anywhere in India.

INCET-01/2025 advertised more than thirty posts. Other routes into the same grades: INCET (ABS-DEP) for serving government staff by deputation, short term contract, re-employment or absorption; recruitments run by individual Commands, such as Boat Crew Staff (Lascar-I, Fireman, Topass); and compassionate appointment under the Employment Assistance Scheme.

Apply at joinindiannavy.gov.in. Results, select lists and notices are on the Navy's civilian personnel page.

Exam Centres

No list of centres is published with the advertisement. The date, time and venue of the online test are sent to your registered mobile number and e-mail. The physical test, document verification and medical are notified the same way, as set by the Command concerned. Document verification is also sent by post.

Cycles run for years

As at September 2026 the Navy's civilian personnel page still carried:

  • INCET-01/2023: revised provisional select lists and revised score and ranking documents.
  • INCET-01/2024: provisional select lists, reserve list nominations and score and ranking documents.
  • INCET-01/2026 (ABS-DEP): a separate advertisement and corrigendum for Group B (NG) and Group C posts filled by deputation, short term contract, re-employment or absorption. It isn't open to candidates outside government service.

Individual Commands also advertise their own recruitments outside INCET, such as Boat Crew Staff and Tradesman Mate by absorption.

Admit Card

There's no public admit card download page. The date, time and venue of the test reach you on your registered mobile number and e-mail, and the admit card is issued only if you've paid the fee or are exempt. Further instructions go up on joinindiannavy.gov.in and the Navy's civilian personnel page.

Candidates with a benchmark disability of 40 per cent or more in blindness, locomotor disability with both arms affected, or cerebral palsy can use a scribe, with 20 minutes extra per hour. On the 90 minute paper that's 30 additional minutes.

Photographing or filming the question paper is listed as malpractice.

Result

Results go up on the Navy's civilian personnel page. It carries:

  • Provisional Select Lists, by post and Command, and revised lists where one is amended.
  • Score and Ranking of candidates, post by post, for those who consented under DoP&T's office memorandum of 21 June 2016. These have been published for Fireman, Fire Engine Driver, Chargeman (Factory), Chargeman (Armament Workshop), Tradesman Mate and the Senior Draughtsman grades.
  • Reserve list nominations, per post and Command, sometimes years after the main list.
  • A notice letting candidates view the question paper.

A place on the provisional list still depends on document verification and the medical.

Cut Off

The Navy doesn't publish a cut-off in advance. It sets only the qualifying floor of 35, 30 and 25 per cent (see the exam pattern), and selection above that is on relative merit.

Actual scores appear afterwards in the Score and Ranking of the Candidates documents on the Navy's civilian personnel page, post by post, for INCET-01/2023 and INCET-01/2024. They're the only official guide to what a competitive score looks like. Published scores may be normalised where the exam ran in several shifts.

Preparation Tips

1. Get the fire fighting course done first

It's essential, not desirable, and the application window is about a fortnight. Do it before the advertisement appears.

2. Settle your eyesight

Fireman needs 6/6, normal vision, with no correction allowance stated. Check this before anything else.

3. Train for the three events, not general fitness

  • Fireman's lift, 63.5 kg over 183 m in 96 seconds: learn the lift itself, then carry under load over distance. The weight is an adult's, and it's the event people underestimate.
  • Ditch, 2.7 m: practise a controlled landing on both feet. The landing is part of the standard.
  • Rope, 3 m: using your feet is allowed and makes it far easier.

Chest expansion of 4 cm is trainable. Height isn't.

4. Score well, because the paper decides who reaches the ground

You're called to the physical test on written marks, and appointment is on written marks alone.

5. Play to your strengths

There's no section-wise minimum, so put your extra hour where it buys the most marks. Quantitative Aptitude is arithmetic only and can be finished. Fireman is Group C, so prepare the non-verbal General Intelligence list; verbal reasoning and syllogisms aren't in your paper. Mark practice papers as a total.

6. Where to practise

The Navy publishes no papers. The closest public material is SSC MTS and CHSL papers: non-verbal reasoning, general awareness, arithmetic only (skip algebra, trigonometry and geometry), and basic English grammar and usage.

7. Apply early, and apply for Fire Engine Driver too if you can

Pay the fee well before the deadline. If you hold an HMV licence, Fire Engine Driver pays ₹21,700 against ₹19,900 with the same paper and the same endurance test.

Sample Papers

No sample papers or previous year papers are available for INCET as of now. The Navy doesn't publish them.

After each cycle it posts a notice letting candidates view their question paper, such as the INCET-01/2024 notice. The indicative syllabus is in the advertisement, which in 2025 came out in early July.
