Panchayat Secretary is a district cadre post in the Rural Development and Panchayati Raj Department, at Pay Level 2 (₹19,900 to ₹63,200). JKSSB recruits graduates for it through one written exam.
The big round was Advertisement Notification No. 03 of 2022, dated 26 May 2022, for 1,395 posts in 19 districts. Its exam was held on 10 December 2023, and selection and waiting lists followed through 2024 and 2025. A small follow-up, Notification 01 of 2023, had 13 posts in Reasi, Udhampur, Kishtwar and Kathua. Its exam was on 27 February 2025 and the final list came out on 19 January 2026.
No new Panchayat Secretary advertisement has appeared since. The post was not in the 2026 recruitment calendar.

Exam Pattern
One objective paper of 100 marks in two hours, in English, with 0.25 off for a wrong answer.

General Awareness includes MGNREGA, PMAY, Swachh Bharat and the Panchayati Raj Act and Rules, along with taxation and the Constitution.
Eligibility Criteria
- Graduation from a recognised university. Distance degrees that meet Government Order 252-HE of 2012 are accepted.
- J&K domicile.
- Age on 1 January 2022: up to 40 for Open Merit, 43 for reserved categories (including PSP and social caste), 42 for physically challenged and 48 for ex-servicemen.
Selection Process
Merit in the written exam only, then document verification. Posts are filled district by district, and the Board keeps a combined waiting list that it releases when the department asks.
Salary
Pay Level 2, ₹19,900 to ₹63,200 a month.
