NWDA LDC UDC Syllabus, Exam Pattern, Eligibility
173 topics across 6 subjects. Every question carries a written explanation.
The National Water Development Agency is a society registered under the Societies Registration Act 1860, set up in July 1982 under the Department of Water Resources, River Development and Ganga Rejuvenation in the Ministry of Jal Shakti. It runs the National Perspective Plan: surveys of reservoir sites and link alignments, water balance studies of the Peninsular and Himalayan river systems, feasibility and detailed project reports for river links, and since a 2016 gazette notification, projects under the Pradhan Mantri Krishi Sinchai Yojana. The Ken-Betwa Link Project Authority sits inside it.
Lower Division Clerk and Upper Division Clerk are its two clerical grades, both Group C Ministerial. LDC is Level-2 of the pay matrix, ₹19,900 to ₹63,200; UDC is Level-4, ₹25,500 to ₹81,100. The NWDA MTS, LDC and UDC Recruitment Rules 2019 sanction 60 LDC and 45 UDC posts, subject to workload.
The Agency runs this recruitment itself. It is not an SSC examination, no CHSL tier feeds it, and the merit list is shared with nobody. NWDA writes the advertisement, publishes the syllabus, holds both written stages, runs the typing test and issues the offers, and it says it has authorised no other agency or vendor to publish any of it.
The last completed cycle was Advertisement No. 14/2023, covering vacancy years 2023 and 2024 and advertising 40 posts across six grades, of which 7 were UDC and 4 LDC. Applications ran 18 March to 17 April 2023, the written test was on 20 and 21 May, the CBT and skill tests on 27 and 28 June at New Delhi, and offers followed in August 2023 and July 2024.
There is no live clerical vacancy. The Vacancies table reads "No vacancy found" and Vacancy Details carries only deputation and contract notices. The cadres are live, though: the 2026 seniority lists show 52 LDCs and 29 UDCs in position, between the Saket headquarters in New Delhi and field offices from Nasik and Vadodara to Patna, Bhubaneswar, Kolkata and Bengaluru.

NWDA LDC UDC Details
Exam Pattern
Under Advertisement No. 14/2023, selection ran through two written stages with a document verification in between, and a typing test on top for LDC.
| First stage | Second stage | |
|---|---|---|
| Medium | OMR sheet, pen and paper | Computer Based Test |
| Questions | 100 multiple choice | 100 multiple choice |
| Duration | 90 minutes | 90 minutes |
| Marks | 100 | 100 |
| Negative marking | 0.25 per wrong answer | 0.25 per wrong answer |
| Syllabus | As published for the post | The same syllabus, unchanged |
| What it decides | Who is called for stage two | The rank; nothing before it carries forward |
The second-stage syllabus repeats the first, which the Agency confirmed on 16 June 2023, and the rank comes off the second-stage score alone: "Rank position will be prepared based on the score secured by the candidates in the Second Stage Computer Based Test." A strong first-stage score buys a seat at the second test and nothing else.
Section-wise weightage
| Section | LDC | UDC |
|---|---|---|
| General English or General Hindi | 20 | 20 |
| General Knowledge | 20 | 20 |
| Logical Reasoning | 20 | 15 |
| Computer Literacy | 20 | 20 |
| Quantitative Aptitude | 20 | 25 |
| Total | 100 | 100 |
The papers differ in one place: UDC carries five more Quantitative Aptitude questions and five fewer Logical Reasoning questions. The language section is a choice between General English and General Hindi, both printed in the syllabus document. Apply for both posts and you prepare one syllabus, but each application and each fee is separate.
The skill test
| Post | Test | Speed | Duration | Nature |
|---|---|---|---|---|
| Lower Division Clerk | Typing on computer | 35 w.p.m. English or 30 w.p.m. Hindi | 10 minutes | Qualifying only |
| Stenographer Grade-II | Shorthand, then transcription | 80 w.p.m. dictation for 10 minutes; transcription 50 minutes in English, 65 in Hindi | Qualifying only |
Hindi typing is in Mangal font, Unicode, with errors tolerated up to 7 per cent for UR, OBC and EWS and 10 per cent for SC and ST. UDC has no skill test; computer knowledge is desirable there rather than essential. Qualifying means exactly that: the typing test moves the score neither way, but failing it removes a candidate however well the CBT went.
Syllabus
NWDA publishes the syllabus as a separate document alongside the advertisement, with the number of questions printed against each subject. The same document serves both stages.
Lower Division Clerk
| Subject | Topics as the Agency lists them | Questions |
|---|---|---|
| General English or General Hindi | English: comprehension; one word substitution; synonyms and antonyms; spelling error; spotting error in sentences; grammar covering noun, pronoun, adjective, verb, preposition and conjunction; use of A, AN and THE; idioms and phrases. Hindi: comprehension; tatsam and tadbhav; synonyms and antonyms; idioms and proverbs; correct and incorrect sentences; sandhi and sandhi-viched; alankar and samas; vachan; ling; words with several meanings; one word for a sentence. |
20 |
| General Knowledge | Indian history; geography; economy; polity and Constitution; scientific research; awards; sports; current affairs of India and the world. | 20 |
| Logical Reasoning | Analogies, semantic, symbolic or number, and figural; similarities and differences; word building; relation concepts; arithmetic number series, semantic series and number series; coding and decoding with small and capital letters and with numbers; classification. | 20 |
| Computer Literacy | Characteristics of a computer; computer organisation including RAM, ROM, file system and input devices; software and its relationship with hardware; operating systems; MS Word, Excel or spreadsheet and PowerPoint; information technology and society, including the Indian IT Act and digital signatures; information technology in government for e-governance; mobile and smartphones; information kiosks. | 20 |
| Quantitative Aptitude | Number system; HCF and LCM; simplification; decimal fractions; ratio and proportion; unitary method; percentage; time and distance; time and work; profit and loss; average; simple and compound interest; mensuration in two and three dimensions; algebra; data interpretation. | 20 |
| Total | 100 | |
Upper Division Clerk
Same five subjects and the same topic lists, redistributed: Logical Reasoning drops to 15 questions and Quantitative Aptitude rises to 25. The other three stay at 20 each.
Three absences
- Nothing on water resources. River linking, the National Perspective Plan and the Ken-Betwa project appear nowhere in either clerical syllabus. The technical posts in the same notice do carry subject papers; these do not.
- No descriptive or essay paper. Both stages are entirely multiple choice.
- No interview. Selection runs from the written test to document verification to the second CBT to the skill test, and stops.
Eligibility Criteria
The essential qualifications come from the NWDA MTS, LDC and UDC Recruitment Rules 2019 and are repeated word for word in Advertisement No. 14/2023.
| Lower Division Clerk | Upper Division Clerk | |
|---|---|---|
| Essential qualification | 12th Class passed from a recognised Board; and typing at 35 w.p.m. in English or 30 w.p.m. in Hindi on computer | Degree of a recognised University |
| Desirable | Knowledge of computer operating systems, MS Word, Office, Excel, PowerPoint and Internet | |
| Age | 18 to 27 years on the closing date for applications | |
| Classification | Group C, Ministerial | Group C, Ministerial |
| Pay level | Level-2, ₹19,900 – ₹63,200 | Level-4, ₹25,500 – ₹81,100 |
| Selection post | Non-selection | Non-selection |
| Nationality | Citizen of India | |
For LDC the typing speed is an eligibility condition, not just a test: the rules put it in the essential-qualification column beside the 12th pass, joined by "and". The UDC degree is unqualified, with no subject, stream or minimum percentage, and the 2026 seniority list bears that out, carrying degrees in commerce, arts, science, computer applications and engineering alike.
Age relaxation
| Category | Relaxation on the upper age limit |
|---|---|
| Scheduled Caste and Scheduled Tribe | 5 years |
| Other Backward Classes | 3 years |
| PwBD, unreserved | 10 years |
| PwBD, OBC | 13 years |
| PwBD, SC or ST | 15 years |
| Ex-servicemen | Service in the Army, Navy or Air Force plus 3 years |
| Government employees with 3 years of service in a Government Department or Autonomous Body | Up to 40 years for UDC, Stenographer Grade-II and LDC; 5 years for Junior Engineer, Junior Accounts Officer and Draftsman Grade-III |
Age is reckoned on the last date for receipt of applications, never on an examination date. Candidates in the north-eastern states, Sikkim, the Ladakh division of Jammu and Kashmir State, Lahaul and Spiti, the Pangi sub-division of Chamba, and the Andaman and Nicobar Islands and Lakshadweep get an extended closing date, but their age is still counted on the ordinary closing date for candidates in India.
Certificates
- OBC: the Central List, not a State list. The Non-Creamy Layer certificate must be under a year old on the last date, and a creamy-layer candidate gets neither the reservation nor the age concession.
- EWS: under DoPT OM No. 36039/1/2019-Estt.(Res) of 31 January 2019. That certificate must also be under a year old, and is checked with the issuing authority.
- PwBD: 40 per cent disability or more, certified in the format prescribed under the Rights of Persons with Disabilities Act 2016.
- No valid certificate costs the concession, not the candidature: the candidate is treated as UR, if UR posts were advertised.
- Serving government employees apply through their own office and produce a No Objection Certificate, without which the candidature is not considered.
Selection Process
The advertisement sets out four steps.
- First stage written test. 100 multiple choice questions in 90 minutes on an OMR sheet, 0.25 negative marking.
- Shortlisting and document verification. Candidates are shortlisted at 20 times the vacancy for UR, OBC and EWS and 50 times for SC, ST and PwBD, then called to produce documents in original. Miss the appointed time and the candidature can be rejected without further notice.
- Second stage Computer Based Test. Again 100 questions in 90 minutes, same syllabus. Rank is prepared on this score alone.
- Skill test. Typing for LDC, shorthand for Stenographer Grade-II, qualifying in nature. UDC has none.
There is no interview and no personality test at any point.
The 2023 funnel
| Post | Posts | Registered | Present | Attendance | Per post |
|---|---|---|---|---|---|
| Upper Division Clerk | 7 | 5,791 | 2,703 | 47 per cent | 827 |
| Lower Division Clerk | 4 | 2,258 | 954 | 42 per cent | 565 |
| Junior Engineer (Civil) | 13 | 6,554 | 3,215 | 49 per cent | 504 |
| Stenographer Grade-II | 9 | 1,655 | 886 | 54 per cent | 184 |
| Draftsman Grade-III | 6 | 588 | 316 | 54 per cent | 98 |
| Junior Accounts Officer | 1 | 78 | 43 | 55 per cent | 78 |
| All six | 40 | 16,924 | 8,117 | 48 per cent | 423 |
More than half of everyone who registered never turned up, so the field you compete against is roughly half the headline number. UDC drew the heaviest ratio of the six: a degree and no skill test made it the most accessible opening in the notice.
The typing test is the real filter for LDC
The Agency printed QUALIFIED or NOT QUALIFIED against every name on its LDC lists and sorted the qualified block above the rest, which breaks the ordering by marks. Of the 73 candidates on the Non-PwBD list, 18 qualified, and the best CBT score among them was 76.00. The next entry, first of the unqualified block, scored 90.00. Nineteen of the 55 unqualified scored above 66, well clear of the lowest qualified score of 53.50. Marks order the candidates who qualify; qualification is settled elsewhere. A PwBD candidate whose disability makes typing impossible can be exempted, and the corrigendum of 7 August re-entered one such candidate as EXEMPTED (For typing test) at 50.50.
Ties go to the older candidate
The provisional result of 14 July 2023 listed tied candidates in application-number order. The merit list of 27 July, "prepared after considering the tie-marks (equal marks) cases", puts every tied group into ascending order of date of birth instead, on both lists.
| Tied at | Provisional order, 14 July | Final order, 27 July |
|---|---|---|
| 97.50 | born 1996, 1997, 1995 | born 1995, 1996, 1997 |
| 95.25 | born 2001, 1998 | born 1998, 2001 |
| 82.25 | born 1998, 1997 | born 1997, 1998 |
| 94.00 | born 1993, 1996 | unchanged, already oldest first |
Inside the UDC list, four candidates tied at 76.25 appear in strict birth order from 1995 to 2000.
Impersonation, irregular means during the selection, canvassing, false or suppressed information and wrong information about category each carry summary rejection, and termination if the appointment has already been made. The Agency also verifies antecedents including police records.
Salary
Both posts sit on the 7th Central Pay Commission matrix.
| Lower Division Clerk | Upper Division Clerk | |
|---|---|---|
| Pay Matrix level | Level-2 | Level-4 |
| Pay band | ₹19,900 – ₹63,200 | ₹25,500 – ₹81,100 |
| Entry pay | ₹19,900 | ₹25,500 |
| Classification | Group C, Ministerial | Group C, Ministerial |
| Probation | Two years for direct recruits | Two years for direct recruits; nil for promotees |
On top of basic pay come dearness allowance revised twice a year, house rent allowance at the rate for the city of posting, transport allowance, and the central pension and medical arrangements. Service conditions are those applicable to Central Government employees, except where the Chairman of the Governing Body has decided otherwise in writing.
The promotion ladder
| Post | How it is filled |
|---|---|
| Multi Tasking Staff, Level-1 | 100 per cent by direct recruitment |
| Lower Division Clerk, Level-2 | 85 per cent by direct recruitment; 10 per cent from Level-1 Group C staff who are 12th pass with three years of regular service, through a departmental qualifying examination; 5 per cent by seniority-cum-fitness from Level-1 staff with three years of service |
| Upper Division Clerk, Level-4 | 70 per cent by promotion, failing which by direct recruitment; 30 per cent by direct recruitment |
The feeder grade for UDC is the Agency's own LDC with eight years of regular service in Level-2, and it is the larger route by quota: 11 of the 29 officials on the 2026 UDC list got there by promotion. The departmental examination for LDC is open up to age 45, or 50 for SC and ST, and surplus qualifiers carry forward to later years ahead of those who qualify afterwards. The UPSC is recorded as "not applicable" for both posts.
How to Apply
Applications are online only, through www.nwda.gov.in. No other mode is accepted, and candidates are told not to post any printout or document to the Agency. Registration in 2023 ran on its own portal at nwda.cbtexam.in.
| Item | Advertisement No. 14/2023 |
|---|---|
| Online registration opened | 18 March 2023 |
| Last date for submission | 17 April 2023, midnight |
| Window in the short advertisement | 30 days from publication in Employment News |
| Fee, General, OBC and EWS | ₹890 plus GST plus bank charges |
| Fee, SC, ST and PwBD | ₹550 plus GST plus bank charges |
| Payment | Through the payment gateway only |
| Refund | None, and not carried to any other selection |
| Fee to object to a question | ₹100 per objection |
The fee is per post. Anyone eligible for more than one files a separate application and pays again, so a General candidate going for both LDC and UDC pays ₹890 twice.
Have ready before registering: a personal e-mail address that will stay alive to the end of the recruitment, because it cannot be changed once registered; a scanned passport-size colour photograph not more than three months old and a scanned signature; and documents for every eligibility claim, including the caste or EWS certificate and the disability certificate.
Clauses that bite
- Nothing can be corrected afterwards. The Agency takes no responsibility for wrong information and entertains no request to change it, and an incomplete application is summarily rejected.
- It may decline to fill the posts, or cancel or postpone the advertisement in whole or in part, without giving a reason.
- Travel to the written examination and the skill test is at your own expense.
- Posting is wherever the Agency sends you, and the offer notices say no request to change it is acceptable in any circumstance.
- Every modification goes on the NWDA website and nowhere else. Jurisdiction is New Delhi, and where the Hindi and English advertisements disagree the English one prevails.
Participating Institutes
One recruiting body, appointing only to itself. NWDA is not a commission, runs no examination on anyone else's behalf, and uses the merit list for its own posts only.
The advertisement offers posts "for its Headquarter and various field offices located across the country" without naming them. The 2026 seniority lists do, in the place-of-posting column:
| Kind of office | Stations named in the 2026 seniority lists |
|---|---|
| Headquarters | New Delhi, at 18-20 Community Centre, Saket |
| Chief Engineer's offices | Lucknow (North), Hyderabad (South) |
| Investigation Circles | Hyderabad, Bhubaneswar, Patna, Valsad, Gwalior |
| Investigation Divisions | Bhopal, Gwalior, Lucknow, Patna, Chennai, Jhansi, Kolkata, Vadodara, Nagpur, Chhattarpur, Bengaluru, Rajahmundry, Hyderabad, Nasik (two divisions) |
| Investigation Sub-Divisions | Jaipur, Panna |
Survey of link alignments, reservoir sites and canal routes happens on the ground, so the Agency is a small headquarters with a long tail of field units, and a clerical post can land in any of them.
The Ken-Betwa Link Project Authority is constituted within the Agency and publishes its own recruitment rules, but its advertised posts are senior deputation ones at Bhopal and Jhansi: Additional Chief Executive Officers and Director (Finance). KBLPA advertises no clerical posts.
Exam Centres
First stage: written test on OMR
A pen-and-paper OMR examination. In 2023 it ran over two days, 20 and 21 May, for 16,924 registered candidates across six posts. The Agency published no list of cities; each candidate's venue came on the admit card sent to the registered e-mail address.
Second stage: Computer Based Test at New Delhi
| Date | Shift | Timing | Post |
|---|---|---|---|
| 27 June 2023 | Shift 1 | 7.30 a.m. to 10.30 a.m. | Upper Division Clerk |
| Shift 2 | 11.00 a.m. to 3.00 p.m. | Lower Division Clerk | |
| Shift 3 | 3.30 p.m. to 8.00 p.m. | Stenographer Grade-II | |
| 28 June 2023 | Shift 1 | 9.00 a.m. to 12.00 noon | Junior Engineer |
| Shift 2 | 1.00 p.m. to 4.00 p.m. | Junior Accounts Officer and Draftsman Grade-III |
Every second-stage test was held at New Delhi, for all six posts. The first stage may be near home; the second will not be, and travel is at your own expense.
The LDC and Stenographer shifts run past three hours because the skill test follows the CBT in the same sitting: four hours for LDC, four and a half for Stenographer, against three for UDC. Document verification is arranged separately, between the two stages.
Important Dates
There is no live advertisement for these posts. The calendar below is the last completed cycle, which is what the next one can be expected to resemble.
Advertisement No. 14/2023, vacancy years 2023 and 2024
| Stage | Date |
|---|---|
| Online registration opened | 18 March 2023 |
| Last date for online applications | 17 April 2023, midnight |

| First tranche of offers of appointment | 17 August 2023 |
| Second tranche of offers, for the year 2024 | 1 July 2024 |
Four months from the close of applications to the first offers, fifteen and a half from the opening of registration to the last published offer. The cycle before was Advertisement No. 12/2022, whose UDC phase-2 CBT fell on 18 September 2022, six months before registration opened for 14/2023. There is no fixed annual calendar and the Agency has never published one. A new advertisement appears in Employment News and on nwda.gov.in under Vacancy, and applications close 30 days later.
Admit Card
There is no public admit-card download page. The admit card comes by e-mail. All correspondence about the recruitment, "including Admit card for Offline/On-line examination and Call Letter for Documents verification, if shortlisted", goes to the registered address, and that address cannot be changed once registered. Register with an address you will lose, or with a typo, and there is no route back.
Test dates come through those call letters and no enquiry about them is entertained, so check the NWDA website and your e-mail from time to time. The cut-off notice of 8 June 2023 adds that being called confers no right over selection or appointment.
What to carry is set by the document-verification clause: original degrees and certificates, proof of date of birth, the category certificate relied on, the No Objection Certificate for serving government employees, and one set of self-attested photocopies. No extension of time is allowed, and candidates must declare any criminal case pending against them.
Result
Results come as a run of PDF notices on nwda.gov.in signed by the Deputy Director (Admn.), which then move into Vacancy Archives. A merit list carries serial number, application number, name, date of birth, gender and final marks, plus a remarks column on the two LDC lists. No roll numbers, no section-wise marks.
In 2023 the UDC list ran to 143 names, 81.50 down to 47.00, with no qualified column because that post has no skill test. The LDC Non-PwBD list had 73 names and 18 qualified, the PwBD list 36 and 17. The eighteenth arrived by corrigendum on 7 August, when a candidate marked ABSENT against 50.50 reappeared as EXEMPTED (For typing test) at rank 9.
| Post | Advertised | Offers, 17 Aug 2023 | Offers, 1 Jul 2024 |
|---|---|---|---|
| Junior Engineer (Civil) | 13 | 13 | 2 |
| Junior Accounts Officer | 1 | 1 | 1 |
| Draftsman Grade-III | 6 | 5 | 2 |
| Upper Division Clerk | 7 | 7 | 2 |
| Stenographer Grade-II | 9 | 6 | 4 |
| Lower Division Clerk | 4 | 4 | 1 |
Those two notices are tranches, not the whole record. The 2026 UDC seniority list carries a direct recruit who joined on 1 November 2023, matching rank 6 and named in neither notice, so a candidate below the last named appointee has not necessarily been passed over.
Cut Off
NWDA published cut-offs once, on 8 June 2023, for being called to the second stage. They are not selection cut-offs.
First-stage cut-off marks, out of 100, Advertisement No. 14/2023
| Post | UR | OBC | SC | ST | EWS | PwBD |
|---|---|---|---|---|---|---|
| Upper Division Clerk | 70.00 | 70.00 | 60.25 | − | − | − |
| Lower Division Clerk | 61.50 | − | 51.50 | − | 50.75 | 31.75 |
| Stenographer Grade-II | 47.50 | 47.50 | 32.25 | − | 38.25 | − |
| Junior Engineer | 58.75 | 58.75 | 51.25 | 40.75 | 58.75 | − |
| Junior Accounts Officer | 25.00 | − | − | − | − | − |
| Draftsman Grade-III | 20.50 | 20.50 | 17.00 | all who appeared were qualified | ||
A dash means no figure was printed, because the post carried no vacancy in that category. UDC at 70.00 for UR is the highest cut-off in the notice. The EWS figure at LDC, 50.75, falls below the SC figure of 51.50, and the PwBD figure of 31.75 is under a third of the paper: shortlisting a fixed multiple of a single reserved post out of a small field does that. These numbers track one year's field and carry very little forward.
Second-stage marks, which decided the appointments
| Post | Top of the merit list | Lowest score offered an appointment |
|---|---|---|
| Upper Division Clerk | 81.50 | 77.50 |
| Lower Division Clerk (Non-PwBD) | 76.00 among those who qualified the typing test | 69.00 |
| Lower Division Clerk (PwBD) | 73.00 among those who qualified | 60.25 |
Four marks separate the top of the UDC list from the lowest offer, across nine appointments: three or four questions. For scale, the UDC phase-2 CBT of 18 September 2022 under Advertisement No. 12/2022 topped out at 50 out of 100, with the tenth-placed candidate on 37, on a sheet of 69 Scheduled Tribe candidates with 44 present.
Preparation Tips
1. For LDC, start the typing test first, even though it comes last
Eighteen of 73 on the Non-PwBD list qualified. The candidate who topped the CBT at 90.00 did not, and nor did nineteen who scored above 66. Practise 35 w.p.m. English or 30 Hindi on a computer keyboard against a clock from the day you apply, and if you choose Hindi, practise in Mangal font Unicode, which behaves differently from the Remington and Krutidev layouts used elsewhere.
2. Computer Literacy is a fifth of the paper and the cheapest fifth to buy
Twenty marks for both posts, on a short closed list with no programming, no networking theory and no database theory in it. Those marks cost far less work than twenty marks of Quantitative Aptitude, and the same section comes round again at the second stage.
3. Pick your language section on the topic list, not on which language you speak
English and Hindi are alternatives for the same twenty marks, and they are not translations of each other. Someone fluent in Hindi who has never studied alankar may still score better on the English paper. Decide early.
4. Work out what a guess is worth
Both stages carry 0.25 negative marking on a four-option question.
| Situation | Expected marks per attempt |
|---|---|
| Blind guess among four | +0.06 |
| One option eliminated, guess among three | +0.17 |
| Two options eliminated, guess among two | +0.38 |
| Left blank | 0.00 |
All positive, so on expectation nothing should be left blank. But a blind guess earns six hundredths of a mark, under one mark over ten guesses, and swings widely either way. Eliminate first and the attempt starts paying, which in a contest decided inside four marks is what separates the list.
5. Prepare once, apply twice
The second-stage syllabus repeats the first, and the two papers differ only by five questions moved between two sections. A graduate eligible for both should apply for both, pay two fees and prepare one set of material. Studying water resources, though, is wasted effort: neither clerical paper touches rivers, irrigation or the Agency's own projects.
6. Use the objection window, and watch two pages
An answer key and a paid objection tracker, ₹100 per objection, open at nwda.cbtexam.in after each stage, and the 2023 first-stage window lasted 48 hours. Check the key against your own recorded answers the day it opens. For the next cycle, watch Vacancy and Vacancy Details on nwda.gov.in and Employment News: thirty days on a site that is not otherwise busy is easy to miss.
Sample Papers
No previous year question papers are available for these posts. NWDA keeps no paper archive. The syllabus for Advertisement No. 14/2023 prints the question count per subject, and answer keys open briefly at nwda.cbtexam.in after each stage. Past notices sit in Vacancy Archives.

Frequently Asked Questions
Is NWDA LDC and UDC recruitment conducted by the Staff Selection Commission?
No. The Agency conducts it itself, from the advertisement and syllabus to the written test, the CBT, the typing test and the offers. There is no SSC notification for these posts and no CHSL tier that feeds them.
Is there a live NWDA LDC or UDC vacancy right now?
No. The Vacancies table reads "No vacancy found", and Vacancy Details carries only deputation notices and contract engagements. The last clerical recruitment was Advertisement No. 14/2023.
What is the examination pattern?
Two stages. A written test on an OMR sheet, 100 questions in 90 minutes for 100 marks with 0.25 negative marking, then document verification, then a Computer Based Test of the same shape on the same syllabus. Rank comes off the second-stage score alone. LDC candidates then take a qualifying typing test; UDC has no skill test, and there is no interview.
What qualification do I need?
LDC: 12th Class from a recognised Board, plus typing at 35 w.p.m. in English or 30 in Hindi on computer. UDC: a degree of a recognised University, with no subject or percentage prescribed. Age 18 to 27 on the last date, relaxable by 5 years for SC and ST, 3 for OBC, 10 to 15 for PwBD, and up to 40 for serving government employees with three years of service.
Why do candidates with higher marks appear as NOT QUALIFIED on the LDC merit list?
Because the typing test is qualifying and the list prints its outcome. In 2023 the highest LDC score, 90.00, is marked NOT QUALIFIED, while the highest qualified score is 76.00 and the lowest is 53.50. The CBT orders the candidates who clear the typing test; it cannot rescue one who does not.
How are equal marks resolved?
By date of birth, older candidate first. The provisional result of 14 July 2023 lists tied candidates in application-number order; the merit list of 27 July, prepared after considering the tie-mark cases, reorders every tied group by date of birth.
What was the cut-off in the last cycle?
First stage, out of 100: UDC 70.00 for UR and OBC and 60.25 for SC; LDC 61.50 for UR, 51.50 for SC, 50.75 for EWS and 31.75 for PwBD. Those were marks for being called to the second stage, not for selection.
How much does it cost to apply?
₹890 plus GST and bank charges for General, OBC and EWS, and ₹550 plus GST and bank charges for SC, ST and PwBD. The fee is per post, never refunded and never carried to another examination.
Where will I be posted?
Anywhere the Agency sends you, from the Saket headquarters in New Delhi to any field office, and the offer notices say no request to change the place of posting is acceptable.
Can I be promoted from LDC to UDC?
Yes. The Recruitment Rules 2019 fill 70 per cent of UDC posts by promotion from the Agency's own LDCs with eight years of regular service in Level-2, and 11 of the 29 officials on the 2026 UDC list got there that way. MTS staff reach LDC the same way, through a 10 per cent departmental examination quota and a 5 per cent seniority-cum-fitness quota.
