PostTotalUREWSOBCSC/STPwBDESM
Assistant, Level 4251126611

PwBD and ESM are horizontal, and the one PwBD post is for blindness or low vision. The 25 include backlog reserved vacancies from earlier years.

  • The age limit is 25, lower than most graduate clerical posts.
  • You need a 120-hour computer certificate from an ISO 9001 institute, unless your degree is in computers.
  • The exam is OMR based, with a 40 per cent bar in each part as well as 50 per cent overall.
  • Objecting to the answer key costs ₹100 a question.
  • Women, SC, ST, Ex-Servicemen and PwBD pay a reduced ₹472, refunded if they sit the exam.

In the 2025 cycle the window moved three times, the exam was held on 13 July 2025 instead of the tentative March, and 25 candidates were provisionally selected for 25 posts.

Eligibility Criteria
RequirementStandard
EssentialGraduate in any discipline from a recognised university
EssentialProficiency in the use of computers
DesirableExperience in an educational or research institute or a government office
NationalityIndian

Computer proficiency means a certificate of at least 120 hours or three months from an ISO 9001 certified institute, uploaded with the form. A computer degree such as BCA, B.Sc. (IT) or B.Tech. (Computer Science) can be used instead. The certificate must exist by the closing date, so get it before an advertisement appears. Results must be declared by then too; "mere processing" by the university doesn't count.

Age

Up to 25 years on the closing date for online applications. That date stays fixed even if the window is extended, as it was twice in 2025 before the portal reopened.

CategoryRelaxation
SC and ST5 years
OBC3 years
PwBD (Unreserved)10 years
PwBD (OBC)13 years
PwBD (SC/ST)15 years
Ex-Servicemen3 years after deducting military service
Staff of autonomous societies under MeitY, DoS, DRDO or DAE5 years
Central government employees with 3 or more years of regular serviceUp to 40 years
Central government employees (SC/ST) with 3 or more yearsUp to 45 years

Date of birth comes from your matriculation certificate. Ex-Servicemen already in a regular Group C or D civil post through ESM reservation lose that reservation and the fee concession, unless the DoPT memorandum of 14 August 2014 applies.

Distance degrees

An open or distance degree from a central or state university, deemed university or institution of national importance counts if the UGC's Distance Education Bureau approved it for the years you studied; bring that approval to verification. Engineering, medicine, dental, nursing, pharmacy, architecture and physiotherapy can't be done by distance, except IGNOU B.Tech. or engineering diplomas for students enrolled up to 2009-10, which the Supreme Court upheld in 2019.

Reservation and other conditions

Reserved candidates selected on general standards aren't counted against reserved posts; those who use a relaxed standard are. Deducting military service from age, and the ten-year PwBD age relaxation, aren't treated as relaxed standards. The usual central bar on bigamy applies, and passing the exam gives no right to appointment until SCL is satisfied you're suitable.

Selection Process
  1. Written exam (OMR, 100 questions, two hours) at New Delhi or Chandigarh, Mohali or Panchkula.
  2. Answer key within three working days, a five-day paid objection window, then a revised final key on which results are based.
  3. Common merit list, document verification in person at S.A.S. Nagar, and offers in merit order.

Selection rests on eligibility and the written test alone. SCL doesn't check eligibility before the exam, so candidature stays provisional: any unmet condition found later, before or after the paper, cancels it.

At verification bring originals and copies, two recent colour passport photos and one original photo ID, plus your matriculation certificate, graduation and other certificates, the computer certificate or degree, category documents, any equivalence certificate, and the Distance Education Bureau approval if relevant.

Malpractice at any stage means cancellation, a bar from SCL exams, and possibly a police report and forensic examination. Disputes go to courts with jurisdiction over S.A.S. Nagar (Mohali) and Chandigarh, and SCL's decisions on eligibility and selection are final.

You'd be posted at SCL, S.A.S. Nagar, Punjab 160071, but can be sent anywhere in India. The other office is at Scope Minar, 2nd floor, Core 4, near Nirman Vihar metro, Laxmi Nagar, New Delhi 110092. The advertisement mentions no bond or probation period. The cadre is governed by the Recruitment Rules for non-scientific and technical posts.

How to Apply

Apply online only through the portal linked from scl.gov.in/career.html.

CategoryFeeGST at 18 per centTotal
UR, EWS and OBC₹800₹144₹944, non-refundable
Women, SC, ST, Ex-Servicemen and PwBD₹400₹72₹472, refunded (less bank charges) if you sit the exam

The refund was added by the corrigendum of 7 May 2025 and covered those who'd already paid. Pay early and don't press refresh or back during payment; SCL isn't responsible for failed transactions. Payment problems go to recruitment@scl.gov.in.

  • Upload your graduation and computer certificates with the form, not later.
  • A blurred photo or signature, or one in the wrong format, gets the form rejected.
  • Preview before submitting: no changes are allowed after, including address.
  • If you submit more than once, only the last complete, paid application counts.
  • Print the form with its application number and download the registration confirmation.
  • Any letter to SCL must quote registration number, roll number, email, mobile, name, date of birth and exam name.
Participating Institutes

SCL recruits directly; no commission is involved. Recruitment is handled by its P&GA (Personnel and General Administration) section, contact recruitment@scl.gov.in.

Everything for a recruitment stays on scl.gov.in/career.html after it closes. The Assistant row still carries the advertisement, two addenda, the corrigendum, PwBD information, the exam date notice, the admit card link, answer key notices and the result. The same page holds Recruitment Rules for Assistant, Technician B, Technical Assistant and Controller. As of 12 September 2026 it also showed an advertisement for Director General of SCL (11 July 2026). Direct recruitment to the Assistant post is infrequent.

Exam Centres

Only two venues: New Delhi, and Chandigarh, Mohali or Panchkula. You travel at your own cost, and SCL can move candidates between centres depending on numbers.

PwBD candidates using a scribe must send the scribe's details (Annexure II) by registered post to S.A.S. Nagar at least 7 days before the exam, and the scribe's declaration (Annexure III) to S.A.S. Nagar 7 days before or to the New Delhi office at least 3 days before. Bring the medical certificate, undertaking and a copy of the scribe's photo ID.

Important Dates

There's no annual calendar; the 2025 cycle is the recent one.

The front end is slow (about five and a half months to the exam) and the back end fast: key within 5 days, objections closed 5 days later, final key 3 weeks on, result about 8 weeks after that, and verification 1 week after the result. Have your documents ready before the result.

Admit Card

Nothing is posted. The admit card appears on scl.gov.in/career.html 7 days before the exam with the city, and the full centre address 2 days before.

Bring a printout, two recent colour passport photos, and an original photo ID showing the date of birth on your admit card (Aadhaar, voter ID, driving licence, PAN, passport, employer ID, ESM discharge book or other government ID). If your ID has no date of birth, also bring your matriculation certificate, a board mark sheet, a birth certificate or a category certificate. If the dates don't match, you won't be allowed in.

Result

Results, keys and verification schedules are posted on scl.gov.in/career.html. The 2025 provisional result (9 October 2025) listed 25 candidates for 25 posts by application number, roll number and name, with verification slots on 16 and 17 October. The schedule was also sent by email and speed post to each candidate's correspondence address.

Selection stays provisional until verification. There's no re-evaluation or re-checking.

Cut Off

SCL doesn't publish closing cut-offs or candidate marks. It publishes only the qualifying standard, and you must clear both columns:

CategoryIn each PartOverall
Unreserved40 per cent50 per cent
OBC and EWS35 per cent45 per cent
SC and ST30 per cent40 per cent

For UR that's 16 of 40 in Part A, 24 of 60 in Part B and 50 of 100 overall. With 25 posts, the actual merit line will sit well above that. The revised final answer key of 13 August 2025 is the closest published record of the last paper.

Preparation Tips

Check age and the computer certificate first

The limit is 25 on the original closing date. A 120-hour computer course can't be squeezed into a one-month application window, so get it done in advance.

Don't skip the computer section

It's half of Part A. Without it you'd need 16 of 20 on quantitative aptitude alone to clear the Part A bar, and Part A also breaks ties. Its syllabus is small: basics, networks and internet, Word, Excel, PowerPoint. Bank clerical computer awareness material or a class 9 or 10 computer applications textbook covers it.

Use SSC material for the rest

SCL's quantitative and reasoning lists are close to the Staff Selection Commission's, so SSC CGL and CHSL papers are the nearest practice. But SSC papers are computer based, 60 minutes with 0.50 off per wrong answer; SCL is OMR, 120 minutes and 0.25. Take the content from SSC and the rules from SCL. A little reading on what SCL and MeitY do helps the general knowledge section.

Practise on OMR

At 72 seconds a question there's time, so favour accuracy. Four wrong answers cancel a right one; answer what you can narrow to two.

After the paper

Check the key the moment it's out. The objection window is five days at ₹100 a question, and nothing can be challenged after. And keep watching the careers page: in 2025 the window reopened weeks after it had closed.

Sample Papers

No previous year papers or sample papers are available for this exam. SCL doesn't release them.

What it does release is the answer key: the tentative key within three working days of the exam (viewed by logging in), then a public revised final key, as on 13 August 2025. Notices go up on scl.gov.in/career.html.
