UKPSC Civil Judge Syllabus, Exam Pattern, Eligibility

239 topics across 16 subjects. Every question carries a written explanation.

The Uttarakhand Judicial Service Civil Judge (Junior Division) Examination is how the state recruits its entry-level civil judges. The Uttarakhand Public Service Commission at Haridwar runs it for the state judicial service. Those selected sit as Civil Judge (Junior Division) in district courts across Uttarakhand.

The exam carries the vacancy year in its name, not the year it is held. The current cycle, Civil Judge (Junior Division) Exam-2023, was advertised on 16 May 2025 for 8 posts. The Preliminary was held on 31 August 2025, re-scored after a High Court judgment, and the Main ran from 21 to 24 April 2026. On 3 July 2026, 32 candidates were declared through to the interview. No interview date had been announced by mid-October 2026.

The steps are Preliminary (objective, screening only), Main (written, plus a computer practical), and interview. Merit is decided on the Main and the interview.

Exam Pattern

Preliminary

One objective paper on an OMR sheet, three hours, 200 marks.

PartContentMarks
Part 1General knowledge, with a legal tilt50
Part 2Acts and laws150
Total200

A wrong answer costs a quarter of that question's marks. Marking two options counts as wrong. The Preliminary only filters the field, so its marks are not carried into the final merit.

Main

PaperMarks
Present Day (current affairs)150
Language (translation both ways and English precis)100
Law I: Substantive Law200
Law II: Evidence and Procedure200
Law III: Revenue and Criminal200
Basic Knowledge of Computer Operation, practical (one hour)100
Interview (viva voce)100

Score under 40 in the computer practical and your Main answer books are not evaluated at all. Answers written in mixed language lose 5 per cent of the marks for that question, and there are fixed deductions for writing your name or roll number in the wrong place.

The full scheme is in the Commission's syllabus document and Appendix 2 of the advertisement.

  • Hindi: thorough knowledge of Hindi in Devanagari script.
  • Computers: basic knowledge of computer operation, which the Main tests in a practical.

Reservation goes to Uttarakhand's SC, ST, OBC and EWS candidates, and horizontal reservation to Uttarakhand-domiciled women. For persons with disabilities the post is identified only for leprosy cured, dwarfism, acid attack victims and muscular dystrophy. Other disability categories can't apply. You must hold every certificate by the closing date. The qualifying date is the date your marksheet was issued, so fill that date in the form.

Selection Process
  1. Preliminary. Screens the field. In 2023 the revised result passed 85 candidates for 8 posts.
  2. Main fee. Those who pass pay a separate Main fee by the deadline or lose their candidature.
  3. Main and computer practical at Haridwar.
  4. Interview call. The rules make anyone with 50 per cent in the written exam eligible for the interview, or 40 per cent for SC, ST and OBC candidates. In 2023, 32 were called.
  5. Documents. Those called send self-attested copies with the downloaded application form to the Commission by post. Originals are checked at the interview, and a mismatch keeps you out of it.
  6. Interview, 100 marks, added to the written marks for the final merit list, category by category.

The Commission can refuse an interview to someone whose law papers fall short, or whose written Hindi is weak.

The 2023 Preliminary was rescored after the High Court ruled on 18 December 2025. Two answers were changed and two questions dropped, and the revised result of 22 January 2026 passed 85. The Main result of 3 July 2026 called 32 to interview. It remains subject to a review petition against that judgment and to writ petition 294 of 2026. Main marks and cut-offs are released only after the final result.

Preparation Tips
  • Learn the old and new criminal codes side by side. The 2023 syllabus names IPC with BNS, CrPC with BNSS and the Evidence Act with BSA. Expect questions that map one onto the other.
  • Do the land law. The UP Zamindari Abolition and Land Reforms Act as applied in Uttarakhand is a whole Main paper share, and few outside the state study it.
  • Practise judgment writing and framing issues. The procedure paper is practical.
  • Don't neglect the computer practical. Under 40 and nothing else is marked. Practise timed tasks in Word, Excel, Access and PowerPoint.
  • Translation is 60 marks. Practise court Hindi, not literary Hindi.
  • The Commission has posted the Preliminary paper and Main papers of this cycle.
